The Non-Governmental Organization POBIC was founded on September 28, 1992, as AnPobic, an acronym for the National Association for the Promotion of Charitable Works for Civilly Disabled Individuals. The founders are Piras, Triesto, and Finetti from Brescia. In its early years, it addressed the issues of civilly disabled individuals in northern Italy. Paolo Federico Novellini became president on April 1, 1996, succeeding Giuseppe Lucchesi.

The first international commitment came in 1999 in Kosovo with the delivery of clothing and food products, and the first amendment to the statute occurred, opening the association's activities abroad. In 2001, instead, there were exploratory commitments in Ukraine, Morocco, and Ivory Coast.

2006 is the year the association's board resolves to study the feasibility of opening missions in Africa: in Morocco and Ivory Coast. In the first case, the location is Benizoli in the province of Zagorà, and in the second, Kregbè in the province of Bongouanou. The first trip to Ivory Coast took place in July 2006. In 2007, the EMERGENCY TRANSPORT PROJECT in Ivory Coast gained increasing momentum. On July 28, 2008, in Mantua, a twinning agreement was signed between Pobic, Poma, Areu, and the hospital of Bongouanou, the capital city of the province of the same name.

2009 is an important year for the association because the name changes from Anpobic to Pobic. The decree from the Lombardy Regional Council dated September 16th also sanctions that Pobic is a Non-Governmental Organization.

In July 2009, the Emergency Transport project got underway with the first course held at Bongouanou Hospital. In 2010, presidential elections were held in Ivory Coast, and a terrible civil war broke out, lasting until 2011 and effectively freezing the project.

In August 2012, the project could finally resume with the second part of the course and the delivery of the ambulances.
In August 2013, Pobic launched the Open Heart project with Nigeria, making its first trip to Yenagoa in Bayelsa State. In November 2013, the delegation returned to Ukraine, to the Nemirov orphanage, to deliver toys and clothes collected through the Thoughts and Colors project.

The Open Heart project began in 2014 after signing an important twinning agreement with the Gaslini Hospital in Genoa. Children with serious heart conditions started arriving from Africa, and the Open Heart project became operational. Dozens of children from Africa, Kurdistan, and Moldova were transferred to Gaslini, treated, and returned to their countries, free of charge. 

In 2016, thanks to a partnership with Gaslini, through its General Director Dr. Paolo Petralia, Pobic organized medical missions to Africa, training cardiac surgical teams and going directly to Africa to operate on children with heart disease. 

In the three-year period 2016-2019, Pobic operated on dozens of children in Nigeria, while transferring the most serious cases to Gaslini. In the meantime, the Emergency Transport project continued both in Ivory Coast and in Italy, where throughout 2020 Pobic was involved in medical transport alongside Italians suffering from COVID.
